The iPod classic series does, in fact, have a hard drive and not solid state/flash storage. You can't sync Apple Music via USB to any device (even and iPhone 7), it's a limitation of the service. The only thing you can't do is sync Apple Music to the iPod classic. You can even sync a first generation iPod with Windows, the one that used to be macOS compatible only.
